Culture can be different things to different people. To a microbiologist it’s a growth of bacteria, elsewhere it is an overall attitude of a particular network or social group that’s built up over years or centuries. nowhere is this more obvious than a workplace. Culture is also known for being resistant to change, like a miserable bus driver that is convinced that passengers refuse to give exact fare to inconvenience him. (not a perfect metaphor).
The problem with culture in the latter sense is that it has this inherent resistance and often can prevent good ideas from being heard. It is often that a good idea will only be accepted once the old idea has been proven to be a bad idea after all, it can only then permeate the collective consciousness when it is shown that it could prevent or correct a problem. The other approach is to acquire supporters for your idea, this is slow going but given that culture is abhorrent to sudden change it may be the only effective approach.
